You're gonna put 9 schools in one region while the neighboring regions have 7&6? that ain't right. Yeah, that makes no sense at all. Especially when you put Campbell County in Region 1 with the tri cities and more eastern schools. It's just a hard drive getting from Jacksboro to Upper East Tennessee. But I have yet to understand most of what the TSSAA does when it comes to classification and region/district placement.

Does Tullahoma and/or Franklin County go with Region 4 (Chattanooga) or Region 5? This balances Regions 1-4 and 5-8. Does Henry County go to Memphis or with more traditional foes? Rhea and McMinn will stay down in the Chattanooga area. Now Franklin Co I could see them in the Chattanooga area if they wanted to. It wouldn’t really be any different then when White Co was in the region with Rhea

No change means they're not changing the 6 classifications to go to 7 classifications or back down 5 classifications. They are still reclassifying and changing the regions thusly. If you win Region 7 everyone knows you’re legitimate. I don’t think there’s many years a team goes undefeated in it. This would be the SEC of high school football in TN.
