It the rules that hybrid schools are granted this at the center of the issue.  Not open zone.  Remember  99% of the public schools are open zone and allow tution students. Nothing different then what Alcoa does. Alcoa is and always will be under the deepest microscope for tution and player transfers.

So Alcoa isn't really concerned about this issue and made a request to the TSSAA for no reason, and it's just a ruse on this message board. Okay.
