In strong defenses, the defensive ends and linebackers generally are the leading tacklers.  Sure, good safeties come up and make plays, but on fast teams, that can result in big plays.

AGREEEEEEEE 100% on the duties of DE and LBRS! Against good O lines, the leading tacklers will be safeties much of the time....And it depends how a D uses that safety

You're exactly right. I believe some think of a safety as the last line of defense when in some people's schemes they want the safety to make a lot of tackles.
