Why not 4. You want a third of D-II to go into 2 classes. Why not D-I do that to a third of their classes.

And they will want those classes to be urban open zone, urban closed zone, rural open zone, and rural closed zone. Will probably want size classifications within each of the 4 main categories too boot.
