I'd say if you only have one or two high schools, then you're not exactly a city district. I think of Hamilton, Knox, Memphis, Murfreesboro, metro nashville as the city schools. Sorry for cornfusion. Didn’t misunderstood, I wouldn’t have used the word City instead Metro since all the schools I mentioned are City School systems were they have County School systems in those same Counties also.
