No.

Nor is it required for students. It is non-denominational (sort-of)

Students who are Catholic do have reduced tuition that is paid by the parish to which they belong.

Does that break the TSSAA by laws for div 1?

It may work out great, but it is hard to go back where you have been before. If he had retired, and was coming back to the school out of retirement, it would not be a big issue, but he left the school for another job, so there will probably be a small number of people that will not be entirely happy if they hire him back and will be watching every move he makes.

From some Alcoa faithful, Rankins wife axes the deal for him to be the next head coach at Catholic, sighted many issues but, the word is she is big time baptist, thats coming from guys that claim to be close to the situation, I am suprised.
