My question would be, "why arent other schools, scrutinized for open enrollment?" The answer is, because they are not as successful. For example Alabama plays under the same rules as everyone else in the ncaa, why are they more successful? fball2010 Posted November 18, 2018 Report Share Posted November 18, 2018 High schools in Putnam County aren’t “hard-zoned” and kids can attend Monterey, Cookeville or Upperman. However, you do have to live in Putnam County. There isn’t a tuition option to attend school in Putnam County if you don’t live there and if you need transportation, you have to attend the school you are zoned to attend. I don’t think that’s the reason they don’t have a state championship though. CHS has to be one of the largest 6A schools in the state.
