I can't verify it either. It's just been stated. I haven't seen any links or anything published.

Something interesting I found while searching for confirmation on the 13 counties with all county schools winning a title.

Comparing Texas and Tennessee football

Texas- 1,305 schools with football/ 10 State Titles awarded

Tennessee- 343 schools with football/ 9 State Titles awarded

I thought the amount of schools per championship was interesting.
