But again, all of those city residents and commercial property owners also pay, and have been paying,  as long as they have been in the city limits, county property taxes, too, and that eases the burden of services on the Counties.  So who really is and isn't paying their "fair share"?

You both are still missing the point. The cities can use annexation as a means to raise funds for education. The county doesn’t have the same capabilities. So when the response is “the county needs to pony up and pay for education” they don’t have the same methods to raise funds that the cities have.

Again, even with services provided, the city is coming out ahead. They’re not going to annex an area to break even or lose money.

And you are missing the point that the city residents are paying city taxes for their own schools, and they are also paying county taxes to fund county schools that their children aren't attending, so the county is getting the same taxes from those city residents to fund schools as the property owners whose kids are attending county schools are paying.

It's really not rocket science.

Yeah the cities receive split dollars from the county, so to say all of their county taxes are funding county education is false. I'm not saying that the city is siphoning off revenue from the county through annexation. What I am saying is that people within the city usually state that the county should spend more if they want to fix their issues. The only means the county has to raise additional funds is through tax increases. The city on the other hand has the ability to annex to raise funds without raising taxes.

And moving money for capital gains isn't rocket science either. If you don't like it, get out and vote for someone who will change the law.

    • No reasonable lawyer would take up this case. I am not a lawyer, but I know school law in and out.  Similar situations just like this play out thousands of times each year across the country, even at the college level (i.e. Ole Miss)  The Plaintiff's never win...ever.  If I am wrong, please provide a legal precedent for me. I will be waiting.  https://www.espn.com/college-football/story/_/id/39431892/judge-drops-ole-miss-player-lawsuit-lane-kiffin
    • Yes Justin Cruse was named head coach
    • It used to be, I think it still is, a change of 20% +/- gives reason to reclassify. Schools can choose to play up classifications but not down. Here is the mid cycle reclassification info on TSSAA.org When Memphis East changed from a regular public school to an "all-optional" school in 2017 the would've dropped to A but chose to stay in AAA in basketball (baseball, and softball) Penny was still coaching there and with the players they had they would've beaten A teams by 40 and slept walked to the championship. Other Memphis schools stayed in their classifications (mostly in basketball) until the next reclassification cycle. Of course this is the same time that a 4th class was added basketball.
